Competitive Personal Responsibility Education Program

About this grant

The Family and Youth Services Bureau will be posting a revised Competitive PREP NOFO shortly and will be accepting applications. Awards made are for the development and implementation of the Personal Responsibility Education Program (PREP) in states that do not accept FY2026 allocations for State PREP. This program supports educational projects for youth ages 10–19 and for pregnant and parenting youth under age 21, focusing on abstinence and contraception to prevent pregnancy, sexually transmitted infections, and HIV/AIDS. Projects are also required to implement at least three of the following six adulthood preparation subjects: healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career success, and healthy life skills.

Eligibility requirements

Eligible applicants: Independent school districts; Private institutions of higher education; Special district governments; Native American tribal organizations (other than Federally recognized tribal governments); Native American tribal governments (Federally recognized); County governments; Public and State controlled institutions of higher education; Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education; Others (see text field entitled "Additional Information on Eligibility" for clarification); Small businesses; Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education; Public housing authorities/Indian housing authorities; City or township governments; For profit organizations other than small businesses.
